Atlanta, Georgia
Marshall Freeman is the Chief Administrative Officer of the Atlanta Police Department, where he leads the administrative and operational backbone of Georgia's largest law enforcement agency. He joined the department in January 2023.
His portfolio covers the functions that keep an agency of that size running: human resources, finance, technology, training, administration, and emergency communications. It is the work that rarely makes headlines and determines almost everything — whether officers are hired and trained, whether systems talk to each other, whether a 911 call gets answered.
Before APD, Freeman spent nearly seven years as Chief Operating Officer of the Atlanta Police Foundation, the public-private partnership that funds and builds public safety infrastructure across the city. There he oversaw crime prevention programming, police visibility initiatives, mid-career officer training, and technology acquisition.
He arrived in public safety from an unexpected direction — a career in the music and entertainment industry. It is a background that still shapes how he approaches the work: as an operator, focused on partnerships, logistics, and getting things actually built.
